The combination of these contracts will provide
substantial benefits to NASA. However, because
of the potential impact on small business,
individual analyses and market research will be
used on each of the planned components to
determine whether bundling justification is
required. If any planned component is deemed to
be bundled, NASA will follow the bundling
procedures outlined in the FAR and NASA FAR
Supplement, and specific action will be taken to
maximize small business participation, including
provisions that encourage small business teaming.
