Overview of ACES
Agency Consolidated End User Services Contract
Program management, provisioning, and support of desktops, laptops, cell phones, personal digital assistants (PDAs), and office automation software. These requirements are currently provided by the Outsourcing Desktop Initiative for NASA (ODIN) contract.
ACES will provide a consolidated solution for delivering end-user services across the Agency to achieve increased efficiencies and reduced costs though standardization and commonality while providing means to build specialized solutions when mission needs require them. Services provided include computing and mobile bundled seats, Enterprise-wide email, directory and printing services, and peripherals.

ACES Contract Update
Agency Consolidated End-user Services
December 27, 2010 – NASA awarded on December 27, 2010 a 10-year contract to HP Enterprise Services of Herndon, Va., for Agency Consolidated End-user Services, or ACES. This firm-fixed-price, indefinite delivery/indefinite quantity contract has a maximum value of $2.5 billion and four-year base period with two three-year option periods. The contract will be managed at the NASA Shared Services Center (NSSC) in Mississippi. The ACES contract will develop a long-term outsourcing arrangement with the commercial sector to provide and manage most of NASA's personal computing hardware, agency- standard software, mobile information technology (IT) services, peripherals and accessories, associated end-user services, and supporting infrastructure. NASA personnel use IT to support NASA's core business, scientific, research and computational activities. HP Enterprise Services will provide, manage, secure and maintain these essential IT services for the Agency. The NSSC is a partnership among NASA, Computer Sciences Corporation and the states of Mississippi and Louisiana. The NSSC performs selected business activities for all 10 NASA centers. Overview of EAST
Enterprise Applications Service Technologies
Applications services associated with the Enterprise Applications Competency Center. These requirements were previously provided by the Unified NASA Information Technology Services (UNITeS) contract (#NNM04AA02C).
EAST will ensure the continued delivery of Enterprise Application services through the NASA Enterprise Applications Competency Center (NEACC). EAST will also facilitate the transition to a more efficient operating model that better positions the Agency to take advantage of new technologies and to meet increasing demands on Enterprise Applications.

EAST Contract Update
Enterprise Applications Service Technologies
October 28, 2010 – NASA has awarded the Enterprise Applications Service Technologies (EAST) contract to Science Applications International Corporation (SAIC) in McLean, Va. SAIC will provide all services in support of the NASA Enterprise Applications Competency Center. This is the first of the contracts to be awarded under the NASA Information Technology Infrastructure Integration Program (I3P) and is a key milestone. It is managed by the agency's Office of the Chief Information Officer. Following a 90-day phase-in period, the agency-wide contract began on Feb. 1, 2011. There will be a two-year base period, followed by one two-year option and one one-year option that may be exercised at NASA's discretion. It is a firm-fixed price contract, with an indefinite delivery and indefinite quantity (ID/IQ) feature. The base award of this contract is $85.6 million. The maximum potential value of this contract if all options are exercised, including the maximum ID/IQ value, is $321.2 million. Overview of NICS
NASA Integrated Communications Services
Wide Area Network (WAN) services, Local Area Network (LAN) services, Telecommunications Services, Video Services, and Data Services. These requirements are currently provided by the Unified NASA Information Technology Services (UNITeS) contract (#NNM04AA02C), the Outsourcing Desktop Initiative for NASA (ODIN) contract (NAS5-98140 thru NAS5- 98146), and NASA Center IT/Communications contracts.
NICS will consolidate the NISN wide area and Center local area networks and services, and transform them into a seamless, end-to-end network to reduce cost, implement consistent operation procedures and processes, improve security, and better integrate NASA's people, processes, and information to achieve mission success.

NICS Contract Update
NASA Integrated Communications Services
March 28, 2011 - NASA selected Science Applications International Corporation (SAIC) of McLean, Va., for the NASA Integrated Communications Services (NICS) contract. SAIC will provide managerial and technical expertise to support NASA's Office of the Chief Information Officer (CIO) for corporate and mission communications needs, including local area network management at all NASA centers. Functions include corporate and mission enterprise services; center and associated component facility services; infrastructure projects; and contract management services. The contract is a follow-on effort for numerous Agency and center contracts, including the Unified NASA Information Technology Services (UNITeS) contract and portions of the Outsourcing Desktop Initiative for NASA contracts.
NASA awarded a purchase order to SAIC for performance of phase-in activities to transition from existing contracts to NICS. This purchase order covers phase-in activities through May 31, 2011. The NICS contract is part of the NASA Information Technology Infrastructure Integration Program, also known as I3P, managed by the agency's CIO. There will be a three-year base period, followed by one two- year option; one three-year option; and one two-year option period. The options may be exercised at NASA's discretion. The NICS contract is a cost-plus-award-fee/incentive-fee contract, with an indefinite- delivery/indefinite-quantity (IDIQ) feature. The base award of this contract is $340 million. The maximum potential value of this contract if all options are exercised, including the maximum IDIQ value, is $1.3 billion.
Overview of WEST (CANCELLED CONTRACT)
NASA has cancelled the Web Enterprise Services and Technology (WEST) contract, which was competed as a small business set-aside acquisition. The Small Business Administration ultimately determined that the selected offerors did not qualify as small businesses. Since the WEST requirements were developed in 2009, web technology has continued to change and evolve. Therefore, NASA will re-evaluate its technical requirements and revise them as needed. At this time, NASA is reviewing its options for procuring web services and does not have any further announcements planned.

Overview of NEDC (CANCELLED CONTRACT)
NASA Enterprise Data Center
NEDC was intended to cover data center operations, facility management, application housing and hosting services, storage services, and license management. These requirements are currently provided by the Unified NASA Information Technology Services (UNITeS) contract (#NNM04AA02C) and NASA Center IT/Communications contracts.
NEDC was intended to consolidate and transform data centers' services, both at the NASA installation level and Agency-wide, to reduce duplicative cost, implement consistent operation procedures and processes, and provide NASA's end users seamless and consistent data center services to support mission success.
NEDC was cancelled by NASA leadership in early 2011.

(Cancelled) NEDC Acquisition Schedule Update
With the cancellation of NEDC, NASA decided not to release the NASA Enterprise Data Center RFP. With leadership changes and new OMB requirements regarding Cloud Computing, Greening IT, Virtualization, and Federal Data Center consolidation guidance, NASA reexamined the NEDC acquisition strategy and concluded it did not fully address future NASA enterprise requirements. Based on commercial best practices and other Federal data center consolidation lessons learned, NASA intends to create a data center consolidation plan to incorporate all data centers, systems and applications.
This data center plan will include a data center architecture and full enterprise assessment, which will allow NASA to design an infrastructure strategy to address all business requirements while taking advantage of opportunities to reduce energy costs and utilize innovations like cloud computing. This plan will allow for optimal NASA data center consolidation and make appropriate decisions about utilization of data center facilities, modernizing existing NASA facilities or outsourcing. The NASA data center strategy and consolidation plan will significantly change and is expected to be completed later this fall. Interested parties are encouraged to begin monitoring the NASA Acquisition Internet Site ( http://prod.nais.nasa.gov/cgi-bin/nais/link_syp.cgi ) and FEDBIZOPPS ( https://www.fbo.gov/ ) in the fall of 2011 for future NASA data center business opportunities.
UNITeS Acquisition Schedule Update
The UNITeS contract is currently set to expire on January 31, 2012. Almost all UNITeS services have been successfully transitioned to other NASA Agency or Marshall Space Flight Center contracts with the exception of the NASA Data Center Mainframe support and the NASA Consolidated Active Directory (NCAD) support, along with minimal program management effort. The NASA Data Center Mainframe support is in the process of retiring the effort with the Space Shuttle closeout activities and will be accomplished by the end of January 2012. The NCAD support will transition to the Agency Consolidated End-User Services contract.
